Police Ethics and Ethical Decision Making

Inspector Peter Code & Staff Sergeant Kimberly O’Toole

Inspector Peter Code of the Toronto Police Service is the Officer in Charge of Conduct in Professional Standards. Staff Sergeant Kimberly O’Toole of the Toronto Police Service is in charge of the Uniformed Shift Platoon at 55 Division where it is the Central Lock Up for Females Prisoners. In addition, SSGT O’Toole teaches as a professor at University of Guelph-Humber in the Justice Studies Program. The topic of discussion addresses police ethics and ethical decision making.


Things to Consider:

  • Do you think that successful investigations can be ethical?
  • How important do you think ethics play with respect to police investigations?
  • Under the Police Service Act, it outlines criteria for hiring a police officer where section 43(1)(d) states: “is of good moral character and habits”. Do you think good morals can be taught or learned?
  • How do you think someone can prove that they are ethical or of good moral character?
